Following the independent examination of the draft Plan Strategy, the Commissioner’s report has been forwarded to the Department for Infrastructure.
Release of that report is solely a matter for the Department.

The public hearing sessions of the Independent Examination commence at 10:30am on Tuesday 5th September 2023. The Commission has a YouTube Channel to stream the hearing sessions live. Live stream here.(external link opens in a new window / tab)(external link opens in a new window / tab)
Those wishing to view the sessions should go to our channel and select the video tab on this page.
On Desktop and Laptop devices you should be able to select "Upcoming live streams" however on Mobile or Tablet devices you may need to refresh this page once the hearing commences for the stream to appear.

The Commission has published an updated version of the Hearing Programme [ED009] and Questions [ED010] for Weeks 1 & 2 of the hearing sessions which commence Tuesday 5th September 2023. These can be viewed in the DCS Examination Library.
A link will be posted next week on this page for anyone wishing to view the IE sessions via You Tube.

The Commission has published the Hearing Programme [ED007] and Questions [ED008] for Weeks 3 & 4 of the public hearing sessions of the Independent examination to be conducted from Tuesday 26th September - Friday 6th October 2023 inclusive.
The Commission has also updated the Hearing programme [ED005] and Questions [ED006] for Weeks 1 & 2 of the public hearing sessions.

The Commission has published the Questions [ED006] for the initial public hearing sessions of the Independent examination (Weeks 1 & 2) to be conducted from Tuesday 5th September 2023 - Thursday 14th September 2023 inclusive.
The Commission has also published the Hearing programme [ED005] after contacting all those eligible to participate in the initial hearing sessions, as well as the Remote Hearings Protocol [ED004]

The Department for Infrastructure has appointed the Planning Appeals Commission to conduct an Independent Examination of the Derry City & Strabane District Council Local Development Plan. Programme Officer, Barry Fegan, has reviewed the draft Plan Strategy documents supplied directly by Derry City & Strabane District Council and the Commission has assigned Commissioner Diane O'Neill to perform the IE.
The Commissioner will proceed to undertake a series of checks to ensure that all essential regulatory steps have been taken by the Council and to identify any fundamental concerns about the soundness of the plan. Following these checks, the Commissioner may request further written evidence and an exploratory meeting may be held. If an exploratory meeting is not required we will proceed to arrange the hearing sessions.
The Programme Officer will make contact with all parties who made representations in due course. All communications in relation to this examination should be directed to Barry Fegan, on 028 9089 3917 or by sending an email to DS.LDP@pacni.gov.uk.
